Background:
Kuwait’s Ministry of Oil on Monday launched six major digital transformation projects under the “Masar” (Path) initiative, marking a key step in modernising the country’s oil sector.
Speaking at a ceremony at the Sheikh Jaber Al-Ahmad Cultural Center, Oil Minister Tariq Al-Roumi said the programme aims to boost work efficiency, improve service quality, and create a flexible institutional system. He said digital tools are not an end in themselves but a means to strengthen coordination, improve governance, and prepare the sector for future needs.
The event was attended by Minister of State for Communications Omar Al-Omar, Undersecretary Sheikh Dr. Nimer Fahd Al-Malik Al-Sabah, and senior officials from the oil and communications sectors.
Al-Roumi said the Masar initiative follows a sustainable approach that focuses on updating work methods, redesigning procedures, integrating data, and linking planning with on-ground execution. He praised the Central Agency for Information Technology, the Kuwait Petroleum Corporation, and the ministry staff for supporting the programme.
Minister Al-Omar stressed the need for close cooperation between government bodies to ensure successful digital change. He said the national cybersecurity strategy will safeguard the oil sector’s vital infrastructure and added that training efforts will expand through coordination between the Petroleum Training Center and the National E-Training Platform.
Undersecretary Sheikh Nimer described the launch as a shift from planning to action. He said the initiative connects strategy with daily operations through a unified digital system.
He outlined the six projects: a Strategic Performance Management System for real-time dashboards, a digital Accounting Decree system to link finance with oil firms, an Oil Training Center platform to align skills with career paths, a unified Ministry digital portal, a Well Lifecycle Management system to track technical operations, and a Legal Affairs platform to move contracts and advice online.
Sheikh Nimer said national teams built all six systems, improving transparency and speeding up decision-making. The ministry also honoured partner organisations that helped bring the projects to life.
