Background-

Dubai is turning to tokenization and digital assets to deepen its capital markets and attract more international investment as it works to become one of the world’s leading financial centers.

Senior leaders from government, regulation, investment and financial services met at the inaugural Digital Assets Leadership Forum, organized by Daman Virtual and the Dubai Department of Economy and Tourism (DET).

The forum explored how deeper capital markets, regulation and institutional adoption of digital assets can support the Dubai Economic Agenda D33. Shehab Gargash, founder and chairman of Daman Investments and Daman Securities, said Dubai has built the foundations of a sophisticated financial center. He said the next stage is to broaden international participation and turn innovation into long-term market growth.

Tokenization was a central theme. It turns ownership rights in traditional assets into digital tokens that can be traded and settled on blockchain-based infrastructure. Speakers discussed sukuk, investment funds and international equities as asset classes that could move into mainstream use.

Ahmed Waheed, CEO of Daman Securities and board member of Daman Virtual, said success depends on market infrastructure, regulatory clarity and institutional confidence. He said the goal is to widen investor participation and improve market access.

Ahmed Ismail, co-founder and board member of Daman Virtual, said digital assets should offer investors the trust, transparency and protections they expect from established markets.

Representatives from the Dubai Chamber of Digital Economy, DET and the Virtual Assets Regulatory Authority (VARA) attended, along with executives from Galaxy Digital, Zand and Confirmo.

Daman Virtual holds a VARA broker-dealer license. Its Daman Crypto platform, launched in May 2026, serves institutional investors, high-net-worth individuals, family offices, corporates and Web3 companies, with AED settlement and links to UAE banking rails.
