Background
Eni, along with its partners Petroci and Vitol, has confirmed the final investment decision for the Baleine Phase 3 development in Abidjan, Ivory Coast. This decision represents a very important step towards the development of the largest hydrocarbon discovery in the country to date.
The overall field development project will see production more than doubled from current rates. Oil production will increase from 60,000 to 150,000 barrels per day, whereas natural gas production will increase from 80 to 200 million cubic feet per day.
The centerpiece of the project will be a Floating Production Storage and Offloading vessel (FPSO). Because of its effectiveness, safety, and low environmental impact, this kind of plant was selected. The project builds on the phased, fast-track development model already used in Baleine’s first two phases, allowing early production while keeping costs in check and making use of existing infrastructure.
Eni’s Chief Executive Officer, Claudio Descalzi, described Baleine as a reflection of the company’s exploration and production model, built on strong exploration capabilities and a fast-track, phased approach. He said the project reinforces Eni’s commitment to energy security, local economic development, and a lower-carbon energy future, developed in close dialogue with Côte d’Ivoire.
All gas produced through Phase 3 will go entirely to the domestic market. This will directly help Côte d’Ivoire with energy needs, boost electricity generation a bit, and move the country’s industrial growth forward. Even if it’s tied to commercial production, the project should deliver meaningful benefits that go further than just selling output.
